Also known as Bond Bills

Supporting local projects and public/ private partnerships is very important to me; therefore, I have sponsored the following bills to help our community. I have successfully brought over 1.4 million dollars in direct bond bill funding to Harford County for local projects. Each bill was approved independently and subsequently amended into the State Budget for the corresponding fiscal year and awarded directly to the benefactor.

HB1280 (2015) – Lisanti
Creation of a State Debt – Harford County – Ripken Stadium Repairs – $500,000.00 

Ripken Stadium provides a great opportunity for family fun but needed some help with repairs.  This bill awards $500,000 to be used as a grant to the Mayor and City Council of the City of Aberdeen and Tufton Professional Baseball LLC for safety repairs to Ripken Stadium.

HB08310 (2015) – Lisanti
Creation of a State Debt – Harford County – Regional Fire and Rescue Boat – $100,000.00 

Fire suppression and rescue is challenging on the water but necessary to protect life and property.  This bill awards $100,000 to be used as a grant to the Mayor and City Council of the City of Havre de Grace and the Board of Directors of the Susquehanna Hose Company, Inc. for the purchase of a fire and rescue boat for the Lower Susquehanna River and Upper Chesapeake Bay and their tributaries to protect life and property.

HB1577 (2016) – Lisanti
Creation of a State Debt – Harford County – American Indian First Contact Waterfront Heritage Park  – $100,000.00 

Our history and culture matters; therefore, this bill awards $100,000 to the Mayor and City Council of Havre de Grace to plan, design and construct a park that will commemorate the “First Contact” between Captain John Smith and the Susquehannock Indians. The American Indian First Contact Waterfront Heritage Park, will be one of the most unique American Indian Heritage Parks, and it will recognize and celebrate local American history. 

HB1417 (2017) – Lisanti
Creation of a State Debt – Harford County – The Epicenter at Edgewood – $50,000.00  

All children need a safe place to learn and play therefore this bill awards $50,000 to The Epicenter at Edgewood whose mission is to empower people and strengthen families and the community. The funds are for the expansion of their Route 40 facility. This investment will help provide additional programs for children, youth, adult recovery, life skills, health, and wellness.

HB1507 (2017) – Lisanti
Creation of a State Debt – Harford County – National Center for Manufacturing Sciences- $100,000.00 

Awards $100,000  for construction of the Agile Materials Manufacturing Processing Center at the National Center for Manufacturing Sciences located at the HEAT center in Aberdeen.  The Center is a public / private partnership between the US Army Research Laboratory at Aberdeen Proving Ground, defense contractors and the State of Maryland to serve as the national nerve center in the development of groundbreaking materials and manufacturing technology for aerospace/defense systems.

HB 970 (2018) – Lisanti
Creation of a State Debt – Harford County Aberdeen Proving Ground Discovery Preview Center – $250,000.00 

Awards $250,000 as a grant to the Board of Directors of the Aberdeen Proving Ground Centennial Celebration Association, Inc. for the planning, design and construction of the Aberdeen Proving Ground Discovery Preview Center , located near the APG gate.   This innovative and interactive “Science Center” provides students in Harford County the opportunity to engage in activities that boost their interest in math and science while enhancing their knowledge of the many systems developed at Aberdeen Proving Ground.  The USA’s leading scientists will be on hand to explain discoveries and how they have protected the armed forces of our nation and create a career path for our area students.  

HB1713  (2018) – Lisanti
Creation of a State Debt – Harford County Historic Colored School – $96,000.00 

Awards $96,000, to the Board of Directors of Community Projects of Havre de Grace, Inc. for the planning, design, and construction of the Historic Colored School, located in Havre de Grace for the purpose of creating an educational center. 

HB 333 (2018) – Lisanti
Creation of a State Debt – Harford County Sexual Assault / Spouse Abuse Resource Center – $125,000.00

Awards $125,000, as a grant to the Board of Directors of The Sexual Assault/Spouse Abuse Resource Center, Inc. for planning, design, and construction of an expansion to Harford County’s emergency safe house shelter for victims of sexual assult and spousal abuse.  Funds will also be used to support the children living with their parents in the safe house to create a study and playroom.    

Creation of a State Debit – Habitat for Humanity Susquehanna – $110,000Lisanti/ Johnson/McComas and Senator Cassilly (2019)

Awards $110,000.00 as a grant to the Revolutionary Home Ownership program for the construction of seven homes in Havre de Grace that will be sold to qualified low-income families by Habitat for Humanity. Homebuyers are required to satisfy their sweat equity requirements by helping to build their own home and homes for other families.  The home is sold at a price that allows the family to pay no more than 30% of their income, possible because of volunteer labor, grants, and financing held by Habitat. For 30 years, Habitat’s mortgage allows the family to have considerable savings each month over market rent, aiding the family to develop economic stability by freeing up funds for transportation, schooling, and retirement. Ultimately, they gain wealth through equity. This project allows for affordable home ownership, new investment in the neighborhood, sensitive infill construction, and serves as a gateway to the historic district.
